Heroin and Opioid Epidemic

Lt. Governor Boyd Rutherford leads the Hogan administration’s efforts to combat the state’s heroin and opioid crisis. In his roles as the Chair of the Maryland Heroin and Opioid Emergency Task Force, the Inter-Agency Heroin and Opioid Coordinating Council, and the Commission to Study Mental and Behavioral Health in Maryland, the Lt. Governor works closely with state and local partners to identify ways to address this crisis through a holistic, multi-pronged approach that includes treatment, enforcement, prevention, and education efforts.

The lieutenant governor believes that as the opioid crisis continues to evolve, so must the state’s response to it. While the state has made progress in some areas, such as the number of overdoses from prescription opioids, new challenges have arisen with the introduction of fentanyl, a synthetic opioid that is 50-100 times more potent than heroin. The state is actively working to address the rise in fentanyl making its way into our communities, and Governor Hogan and Lt. Governor Rutherford are committed to utilizing every tool available to save the lives of Marylanders suffering from substance use disorder.
